VRA Constitution and Rules

Name & Status.

 

The club shall be called the Vulcan Riders Association United Kingdom, and abbreviated to VRA UK.
The club is a member, and shall be represented on the international executive of the Vulcan Rider International Association Executive committee.

VRA UK National Executive.


VRA UK National Officer Structure and voting is there of:-

4 Executive Officers...President, Vice President, Club Sec and Treasurer

Committee Members made up of the National Officers and the Regional Officers.

Annually voted positions by the membership: - President and Vice-President.
Treasurer and Club Sec to be appointed jointly by the Executive and Regional Officers as positions becomes vacant, (due to either resignation or request by the President & Vice President after consultation with the Committee Members)

National Officers to be designated positions as the Executive deem fit and appropriate with the prior consultation of the Regional Secretary’s.

Further Committee Members to be proposed by Areas as members leave the committee.
Offices which can be filled by Committee Members: - National Road Captain, Web Master, IT Officer, Overseas Liaison, National Rally Organiser, Newsletter Editor and Kawasaki Liaison Officer.

The above positions to carry the title of "National Officer"

Excluding the President and Vice Presidents posts, the above is self vetting.
President and Vice Presidents positions are filled by majority vote by the general membership and by the use of a Candidate Platform presented to the entire club at the VRA UK AGM each year.
The Regional Officers are voted in by the members in each region voting at their own Regional AGM. As regional representative each of them must comply with the regional representative guide.


The Annual General Meeting.


The annual general meeting will be held on a date decided by the executive committee. When the decision of the date has been made by the executive committee, announcement of the date of the annual general meeting shall be given to the members with at least 90 days notice. Presentation of reports and a statement of accounts shall be submitted at the AGM.


At least 30 days prior to the AGM, each member of the VRA UK will be sent an agenda together with a copy of all Nominations and their portfolio’s and any proposed rule changes or alterations there of. Only registered members of the VRA UK have a casting vote at the VRA UK annual general meeting. All VRA UK officially recognised areas must have a nominated delegate at the VRA UK annual general meeting.

Nominations and Election of Officers.


The President and Vice President shall be appointed at the annual general meeting. Nominations for such officers duly proposed and seconded are to be forwarded in writing to the general secretary at least 30 days prior to the AGM.


All Nominees shall have been full Members of the VRA UK for at least two year, before they may apply for the position of President and Vice President. All nominees shall agree to stand (in writing), and be present at the annual general meeting. Proposed portfolios for the nominees must also be included in writing, when nominations are forwarded to the general secretary. Portfolios will only be accepted in writing. Retiring officers shall automatically stand for re-election unless they signify their wish to retire, or have not attended 50% of the executive committee meetings. (Unless prevented by illness or personal reasons).


Alterations to Rules.


Notice of any proposed introduction or alterations to the rules of the VRA UK (i.e. the UK VRA variant of the International VRA rules by which we are governed) must be proposed and seconded, by registered members only, and forwarded in writing to the general secretary at least 60 days prior to the AGM. Proposed introductions and alterations to rules must be forwarded to all area secretaries in writing at least 28 days prior to the annual general meeting.


No Alterations to the rules shall be made except at the annual general meeting, or at a special general meeting of which the President has the power to convene.
All proposals of the introduction and alteration to rules must be supported at the AGM by either the proposed or seconded, or the proposal of the introduction or amendment will fail.
